The operator of the excavator was still inside when crews arrived at the scene in the 1100 block of Harrisburg Pike on Tuesday morning, according to Chief Hall.

PP&L soon arrived and "determined it was safe for the operator to get out," Hall said.

PP&L remained in the area to restore power to those affected.

The area where the excavator was working was being used for storage.
